bengals are already in a situation at wr where they will be forced to cut 4 wrs before pre-season is over and 2 of those players will find more work in the nfl.

barring an injury or contract holdout, the bengals just don't have a free slot on the depth chart to sign TO, even for a veterans minimum salary contract.
