You are kidding right? LE is not the problem, it is the restrictions the departments have due to budgets, media, politics, etc. Go to any live sporting event, and besides traffic control, the officers there usually have a 5,000 to 1 ratio. There is only so much officers can do, considering how they get beat up in the media for doing their jobs, the liberals who want to blame officers for arresting criminals, the budgets that are dwindling to due Nancy Pelosi's private jets sucking up funds.

And don't even get started on gun control. CA has very restrictive laws on guns, but a criminal who is willing to shoot a guy in an argument will possess the gun illegally anyway.

LE is the first to get blamed, because they were not present to stop the fight, but the first to be blamed should be the way a team like the Raiders and their fans promote their violent attitudes.
