My solution, which is the model used for Canadian College Football.
I realize this will never happen, however ...
Completely change the divisions/conference format.
If there are 120 teams in Division 1 football create 16 divisions with 7 or 8 teams in each division. Each team plays every team in their division, plus 2-3 games against out of division/conference opponents.
So, every team plays 10 games. Then, based on region each division is paired with another, and that creates the conference champion. Then the 8 teams remaining enter a playoff for the National Championship. So, at most a team will play 15 games & a minimum of 10.
