A member of Congress once described a particularly bad law passed by Congress as "...a rotting fish in the moonlight. It both shines and stinks at the same time." What I believe that he meant was that Congress' finished product was an exquisitely bad idea. Today, MLB Commissioner Bud Selig defended MLB's drug testing program in the wake of the Mitchell Report. He actually stated that he was "proud of where we are."In the days since the release of the Mitchell Report, the standard dodge for players named in the Mitchell Report has been to say that they only did it once...or twice...and/or were recovering from injury (if they are saying anything at all).
